The hosts hit the lead early at Allianz Stadium through an Ellia Green try but conceded the next two tries to lose 12-7 on Saturday.
Australia, the reigning world and Olympic champions, will meet New Zealand in the third-place play-off, while Canada and the US will contest the final.
