The Panthers will be underdogs for the first time this season with TAB after going up as $3.50 outsiders for the Round 20 blockbuster against the Storm.
With many predicting it could be an early Grand Final preview, Melbourne have been installed as $1.30 favourites with Penrith likely to still be without star halfback Nathan Cleary.
The Storm ($2.40) remain Premiership favourites despite the Panthers ($3.50) being more popular in the market.
Ninth placed Canberra have again been TAB’s big market movers with their price cut from $126 into $21 in three weeks, while Manly are now on the fourth line of betting, after jumping Parramatta who have drifted to $15 with the Roosters.
